Is there a reliable method to determine a locale from an IP address?

I have a registration on a site I am making and there are two locales allowed, EU and US. It is important for the site that people don't choose the wrong one for their correct locale.

And the nature of the site, people WILL INTENTIONALLY choose the wrong one.

Check out some of the offers from this place, which I use to look things up on a one by one basis:

For just basic country code, they offer a service of $50/year for that. I was looking under their free resources, and their IPv6 to country is free upon requesting, and you can convert ip4 (xxx.xxx.xxx.xxx) over to ipv6.

Hmm, nice link. Although what I want is the code that does that.
I could use their services, but I try to avoid using code that relies on other sites.

What if there is a loss in link between sites, their site is down, data loss etc
It's unlikely to happen if their site is well established, but I don;t like relying on it.

Well not depending on anyone would require you to obtain a database that contains the information, and require you do frequent updates of the records.
