well I myself offer free hosting (mods this is not for self promotion if reading, please read ON!) and that idea of free hosting is just as much a myth of the Unlimited Space and Bandwidth that you see offered up many times. Though sites offer it, they are hoping to get back the money they put buy something they will require of you.
Should you happen to find a site that offers free hosting with no strings attached be very weary as everything cost money. Nothing is free so unless there is some person trying to write off massive amount of cash as expenses to lower there tax bracket or something of that nature do not expect see that host around for a long time. You will probably spend more time and energy jumping hosts then if you spent time doing something like cutting grass for 20 bucks and paying for hosting.
I'm 14, from UK and been on the net since I was about 12. During that time, i've learnt HTML, JavaScript and recently PHP & ASP.
I can't test PHP or ASP on my computer for various reasons and I found lots of hosting offering free ASP and PHP support.
My point being, is that you need to look in the right place.
A host that I have used since I was on the internet is brinkster.com.
No Ads, ASP support etc.
The reason they can offer this is because they are a big company and are big with other big companies and have lots of expensive paid plans which fund the free accounts. Sure the URL is a bit long but you can sort that out.
I hope this helps and I hope brinkster is a help.

I've used Orcon they offer 10mb of space and free email. They are your for life. Unlimited bandwidth and FTP access. Highly recommended.
Freewebz is also pretty good, although you get 100mb of webspace, you get quite limited bandwidth.
As for the website idea...:S
