1) Choose and buy a domain name through one of many domain registrars
(godaddy, 123reg, etc)
2) Rent, buy or obtain for free a hosting package from one of the (literally) thousands of hosting providers. A forum search here will find you threads with advice on decent hosting providers.
3) Get the "nameservers" from your new hosting provider for you account, and put them into your domain name settings on your registrar. This will tell all the servers on the internet where your site can be found
4) Download an FTP program (smartftp, filzilla) for transferring your files from your PC to the hosting provider you obtained (you will need your ftp username and password from your hosting provider)
5) Download an editor (notepad++), to make your files that will make the website.
6) Read some tutorials about HTML and CSS coding, which will show you how to create a basic website and with CSS all the layout requirements you need.

7) Admire your new website in all its glory, and spend some more time developing your skills to improve your website, perhaps adding more features etc.
Other notes
A lot of hosting providers also provide domain name purchasing, which saves time and effort as you simply buy everything in one 'shop'.
I personally don't do this, but if you find a decent host there shouldn't be any problem doing it this way.
"Free" isn't quite an option, as at least 1) (above) will cost you money, unless you know someone willing to give you a domain name.
If you get stuck with any of these, just ask.
Perhaps try 6) (above) first, to make sure you are able to learn coding, as buying a domain and hosting and getting all the other software ready and then finding you just can't deal with the way coding works will be a pain.
