1. What should be the responsibility of a Webmaster
*** To manage, maintain, and update the web site. ***
2. How a website can be managed.
o What are the procedure of website management
*** This depends on how many people you have working for you- there is no formal procedure for web site management. This is really something you're going to have to come up with on your own, as the amount of updates and the type of updates you will have to do will vary depending on the structure and type of site you have ***
o What are those skills a webmaster should know
*** The more the better, but I'd say that a webmaster should at least be very familiar with HTML, some graphic/UI design, at least one programming language (PERL, PHP, etc.)
o How frequently a website can be changed
*** However frequently you want to update it ***
o Who would throw that a website should be changed.
*** Don't understand this question ***
3. For section of News /Events/Happenings on a website
o About Contents of News
1. Who should authenticate the contents of the news
*** Probably someone with considerable english experience to ensure there are not typos/gramatical errors. ***
2. What should be procedure of submitting the news to the Webmaster, should a Webmaster him/her self look for news and events.
*** Most often, your boss will tell you when you need to add news to the site- if you find it yourself, you'll probably need to get it ok'ed by your boss as well. ***
3. Who should edit the news and who should check the content’s spelling and grammar and its language
*** An editor experienced with the ins and outs of the english gramatical system ***
4. Who should decide the time span of a news to be there on web page or there must be a constant time period to change any news (not applicable in case of a very hot event)
*** You basically will be posting news when you get it... so this really depends on how frequently notable things happen at this company ***
5. What mechanism must be followed to archive the news.
*** Up to you, depends on what you're trying to accomplish with the web site. You'll probably want to setup some sort of database that would handle this ***
o About Images accompanying news
1. What should be the quality of images
2. Which quality should be used? Either GIF or JPEG. And in which case GIF and JPEG should be used
*** The images should be the best quality available but carefully reduced in size so as not to adversely affect the load time of the page too much. Use GIF for images with text in them, JPEG for images with more than 256 colors, usually photos. ***
3. Who is responsible for making the pictures/images web ready
*** Webmaster ***
4. Any Changes in the Website
o What procedure should be followed when there is necessary to change any content on website
1. By Webmaster
2. By Web developer
3. By any other person related to the website content (like head of departments and faculties)
*** The webmaster would have to be contacted with the modifications, he/she would then make the modifications and upload the new pages ***
Hope this helps!

An awful lot depends on what type of site it is, are you going to have daily/hourly/weekly/monthly updates, is it up to you to get the content???
You say you are going to become a web mistress with in a week or more, have you done any sites before?

I think a lot of the responsibilities you ask about should really depend on how many team members you have. I think that what you should do is break down the webmastering process into specific tasks (graphics, content creation, content editing, HTML updates, backend programming, overall management etc.). Then you can assign those tasks to specific people on your team (content editor, programmer, manager, maybe some miscellaneous other people ... and maybe you will be doing most of it yourself???). This would be a good thing to include in a management plan, although you should probably ask your boss for more clarification on what he wants here.
1. What should be the responsibility of a Webmaster
>> Definition of "webmaster" really can vary a lot and there really is no right answer - most often this seems to mean management of the day to day operations of a site, but that can include a lot of other things as well like content editing, graphics, programming etc.
2. How a website can be managed.
o What are the procedure of website management
>>This is something that is different for every site I think. It depends how big your site is, how dynamic your content is, how many people are working on it. I think the biggest problem for any content based site is delivery of content, since much of that will probably be developed by other departments in the company.
o What are those skills a webmaster should know
>> Should probably have at least an understanding of all stages in the development process including a strong knowledge of HTML; good management and ogranizational skills,
o How frequently a website can be changed
>>As often as you want!
o Who would throw that a website should be changed.
>> huh?
3. For section of News /Events/Happenings on a website
o About Contents of News
1. Who should authenticate the contents of the news
>> The content editor, whether that's you or someone else.
2. What should be procedure of submitting the news to the Webmaster, should a Webmaster him/her self look for news and events.
>> I'm going to assume that your boss is a busy person and may not be interested in having much to do with the day to day operations of the site. What you could do is ask each department to submit news events to the content editor via e-mail. You may have to search for things yourself if things this doesn't catch on.
3. Who should edit the news and who should check the content?s spelling and grammar and its language
>> The content editor. This person should be well trained in the written language of your site, whether it be English or Japanese or Spanish or whatever.
4. Who should decide the time span of a news to be there on web page or there must be a constant time period to change any news (not applicable in case of a very hot event)
>> I think this depends on how often you add new news. For some sites a day is long enough, for others it's a week, for some there is no set time period.
5. What mechanism must be followed to archive the news.
>> as brian said, some sort of automated process should be used here
o About Images accompanying news
1. What should be the quality of images
>> as good as you can get without compromising download time
2. Which quality should be used? Either GIF or JPEG. And in which case GIF and JPEG should be used
>> JPEG's are generally used for photos and photograph-like images (ie. something using a lot of gradients). GIF's are used for graphics with hard edges like text or cartoons. Sometimes an image may include some of both types (gradients and text for example, or text on a photo) in which case you'll have to try both methods and see which one looks best. Photoshop's Save for Web feature, as well as similar functions in other programs, allow you to quickly and easily compare different compression settings.
3. Who is responsible for making the pictures/images web ready
>> Whoever you assign this too in your task management - could be you, could be someone else... whoever it is this person should know how to use your chosen graphics program and it's save settings.
4. Any Changes in the Website
o What procedure should be followed when there is necessary to change any content on website
1. By Webmaster
2. By Web developer
3. By any other person related to the website content (like head of departments and faculties)
What you'll usually do is have the content editor send content to the web developer for inclusion & upload. This may or may not involve liason with the webmaster - it depends on how you set things up and how busy people are.
o What should be the mechanism to keep track of the changed pages?
Good question, and good for you to think of it! When many people are working on a site and changing different files it can get very confusing. You might want to look into some sort of content management system. One thing that I have found helpful in the past is to put a readme.txt file in major sections of the site. This way different people who are working on the content can let each other know about any important changes or methodology.
