I moved this to Site Tools because I'm thinking your best bet would be to find a pre-made script to use. Most people would probably recommend vBulletin, which is what runs this forum, but the full version isn't free. I'm not sure what the free version does and does not have. I'm sure others will have some input here - yaBB and phpBB are often recommended here. All of the systems I mentioned here are scripted in PHP.

you could also use free 3rd party applications like ezboard.com -- they have free (banners, pop ups) and paid (no ads) versions.

I have used, YABB, PHPBB2 as well as as EZ board. I have just moved from a host that suspended my account from flat-file boards, I was using YABB, so check your host's TOS/AUP before installing. PHPBB2 is not a flat-file board, so it should be fine.
I really liked the EZ board, but not the pop-up ads. We never really considered paying, as we were just seeing if we wanted a forum to start with.

I've always used phpBB for all my clients who want a BB. Its fast, looks really good, and easy as sh..
Just upload the files, change the config file, chmod the dir, and type in the path. And the admin menu keeps me from getting service calls.
I forget right off hand what I use for clients without PHP, the perl version, it's been so long.

I would go with Ikonboard as its pretty straightforward to set up, free and ad-free. How long it will stay like that is another matter. The best things in life are never free
If you have ColdFusion I'm in the process of building my own. Let me know and you can have one free
Don't worry mods, thats not self-promotion coz I haven't finished it yet, so there!!
