forbidden 403 error

I have an online forum and when i go to it, it says forbidden 403. I noticed that the folder properties have nothing checked for permissions. When i tried to give myself permissions and the public permissions, it would accept it. I tried it in ftp with internet explorer and using WS_FTP, and it won't take it either. Am I doing something wrong?
