Does anyone know the file protocol I would use for Microsoft Frontpage so that when I preface the URL with that protocol, the PC will know to open the link with Microsoft Frontpage ??

for example

FM7://www.myserver.com/database2.fp7
-------

In the above example.. the protocol FM7: can be used to automatically launch a file in Filemaker 7 from a web link.

Does anyone know what to use so that the web link will force open in Microsoft Front Page ?

It's not the protocol but the filename extension that does this, check the end of the URL you just gave: ".fp7"

To get Frontpage (but really you shouldn't use such diabolical software) to associate itself with .html or .htm files you'll need to either edit your filename associations or change some setting in Frontpage that will make it associate them for you.
