Looks like you might have "safe mode" enabled for PHP. Usually you can disable safe mode with from your hosting control panel. It's either that or a permissions issue on the /tmp directory.

Very Disappointed For first time i asked any help from this site and thought all people will help me in this situation because i am very active here and seen the moderators and the admin helped many people when they were facing any problem in Drupal or any cms problem so i thought they will help me but one guy "jGirlyGirl" nobody replied here.So i am very unhappy but thanks jGirlyGirl for your help but nothing is solved with this anyhow i had deleted my site.

It doesn't matter how many replies to a problem you get, just that the replies answer your question.
Personally, I looked in here, saw jGirlyGirl's answer and thought she got the answer to your problem spot-on. Why would I bother to reply, when the question has already been answered?
If what was suggested didn't work, you should try posting what you tried and what effect that had, then we can help you further. Honestly, getting angry and deleting your Drupal site isn't going to help one bit.
Also, if the mods or admins simply don't know the answer to your question then there won't be any replies. We help everyone we can, but we don't have all the answers!

Use Drupal 7. It's a lot easier to set up than D6
