I am looking for a ready made php directory which is easily editable. Until now I had a look at phplinkdirectory and phpdirectoryscript. Can anyone tell me about some other directories. My budget is $700.

WSN Links is by far the best. It is the most complete, has tons of features and is the easiest to customize the look of. I have used if for over a year and I will never use PHPld again. I have created two templates for PHPld and they took me forever. PHPld has terrible templates, there's hardly any html in them, it's just weird syntax.

This interests me as well, though my budget for the project that would use it is much lower. Any comprable open source solution?

I haven't found anything remotely close to being as good as WSN Links, open source or paid (in PHP and MySQL). PHPld v2.0 is open source (download is on the left side under search). PHPld is good if you only want a link directory with paid links and categories. WSN Links can do that and you can create an entire community with it. I made Tidget.com out of WSN Links and you probably can't even recognize it as WSN Links. I know I sound like a salesman but WSN Links is the best CMS I have come across. You should download the free version of WSN Links and see how you like it. Don't judge it by its terrible template because you can made a new one easily.

Is it easy to make various types of submissions? such as free, basic and premium?????? That is my main concern about wsnlinks

Yup. That's one of WSN Link's features. You can have unlimited link types. Free, reciprocal, low paying, high paying and premium if you wanted them all. I think PHPld only lets you have 3, free, recip, and paid.
