Could use a script like asl.to

Hi everybody,

I'm trying to raise some sort of community by the end of September, including a service just like the one on asl.to or looknmeet.com

I tried searching hotscripts.com but I didn't come up with anything useful. Is anyone familiar with a script like this one?
I'm not offering a job here to a freelance coder, I'm just looking for a script that is free or a small fee.

People should be able to create pages themselves without interference of an admin, and be allowed to upload photos.

Since the sites you referred to are in another language, I have no idea what you're looking for as I can't read them. Clarification, please...
