Connection speed detect

OK, I am a pretty decent webmaster but my pocket protector is not huge yet so I would like a little help from someone who has the full blown pocket protector. This is what I am trying to do.I am trying to detect the users connection speed and if the connection speed is higher than 56k I would like to have it load a sound clip. If the connection speed is 56K or lower, no sound clip. Please help.
