Can someone please tell me how this ranking system is done

I'm working on a website and I want to be able to keep a ranking for video game characters. This website does exactly what I want. You vote using your forum login information. The forum is WoltLab Burning Board 2.1.6, but I checked their site and it doesn't seem to come with the board. I was wondering if anyone knew if this was custom written or if there is a script or something. I have searched google endlessly and I can't seem to come up with a name for this kind of voting system. Everything I turn up is just POLLs which I can't use because of the number of options I need. Anyway, here is the site:

The site you given is manualy imputting there content. There is not even a database. Well thats what it looks like by looking at their source code.

I want to keep a constant ranking of fighting game characters. So, basically I want to have a list of names, each one with the ability to cast a vote, and a page that keeps the overall ranking.

Is it possible to make a poll like this one with over 500 options, or are their restrictions to how many you can put in before it stops working?
