building a banking website?

Can anyone give me any recommendations on languages, software, and/or books that may help me create a website for financial institutions? I am looking to setup online banking for users. (this is just a training thing that I am doing)

I basically don't know where to start.

unless you have lots of experience in coding pages and programming in PHP, that's going to be a big first project.
