If anyone is writing for multiple platforms then Java might be best, as one compilation runs on any platform. If anyone is writing for a web server, Ruby, Python or PHP then that would be JavaScript, you have no choice.

There is no "best" programming language. It depends on what you wish to program in the future. So there are 4 main languages which I prefer and also these are the most popular languages whish web developers currently use.
1. C++
2. Java
3. HTML
4. PHP
I think it depends on the requirements set of the project. For me its always Coldfusion or CFML. Ive used it for small websites for clients through to large intranet applications for a large petroleum company in South Africa.
I like the coding style, as i think it is quick to learn, and can run on various server OS's (Windows, Linux, BSD) and cant connect to various DB's .
I also like to coding style as it is tagged based, so if setting a variable its <cfset var = 4>
Plus now days there is Free CFML Engines like Open Bluedragon (which is my prefered CFML Engine).

You are talking about the window based programming language or the web based? You have not specified it, but still for web i will suggest you to go for php and mysql.
