Depends what game software you're using. They're all different, but most of them can be coded to do what you want without the player being able to over-ride the settings.
Are you using a programme like Unity, Game Maker, Torque, FPS, Dark Basic etc., or have you coded it yourself in C, basic, etc. Does your game just run on Windows or Mac, or Linux, or all three.
There are probably at least thirty or forty different dedicated games making software out there, and probably at least as many software codes.
So the answer to your question is. You've not provided anyone with enough information to answer your question!
