In my experience KVM means keyboard, video, mouse, but that's from KVM switches.
Do they mean that you can control the keyboard and mouse, and see the video. That's what I'd assume, something like SSH access. Why you'd need a mouse on a Web server is beyond me though.
KVM, or console access is usually provided in colocation and dedicated hosting plans to access your server in case of emergency. I'm not sure if all hosts provide that, but I have seen this in Globaltap.com colo plans http://www.globaltap.com/colo.html
