I recommend Webmasters.com and TotalGiant.com.
Webmasters.com for cheap large hosting packages and servers
TotalGiant.com for very cheap prices, all round good value and no content restrictions
All have PHP, MySQL, Sever control panel etc.....

My company chose ValueWeb, by Affinity, And our site was down a couple of hours a week, which hurt our business. We switched to "GoDaddy" and since then I haven't seen our site down.
I have a very good and cheap host which can provide you hosting at just $50/year with Unlimited Diskspace and Bandwidth. Its owned by a friend of mine... Send me a PM if you'd wish to have the service provided at $30/year.
Well there are lots of free hosts available. I think that will also be a better option. Just a suggestion.
IF there are few details given by the thread starter regarding his requirements then i think it will be easy for everyone to respond to his requirements.
Hello. I can suggest you have a look at ahosting.biz or hostgator.com. As far as I remember their first package start with low price. I guess they are the best mixture of cost and qality.
I'm not going to suggest a host, but I would strongly advocate that once you have a 'short list' of possible hosts, you do a Google Search against their name to look for negative feedback, and likewise ask for comments about them in this Forum.
I Googled ''1 and 1'' and found a horror story, but you need to consider such stories carefully as they can sometitmes put you off a generally good host. It's when you start to get a negative consensus or few / no 'positive comments', that alarm bells should ring.
Good Luck

What do you mean cheap? How much can you pay for hosting $1 or $2 or $10?
