Kind of between a rock and a hard place on this one. The way that I see it you have only a couple of options. One is to get a new ISP. I am not sure why yours would give you a fixed IP address and then refuse to add a PTR record for the domain, something that would only take them a few seconds to do. The other is to have your site hosted somewhere else and use the hosts mail servers and thus keep your ISP but only for Internet access. You could even probably save money by hosting it elsewhere and just get a dynamic IP address instead of the fixed one assuming that you aren't using a tremendous amount of space.
