Features / pricing is an important thing to consider when looking for a host... But it can not give us a clear enough picture in order to provide an accurate rating. We'd need to know the host name, first of all, so we could let you know if we have heard any negative comments about this host in the past. Much more important than features, however, is the host's support and customer service. To test this out, you'll want to email them some questions and see their response time. I believe hosthelp.com has a sample email you can send to a future host.
Another thing to consider are your actual needs- anyone who actually has a web site that uses 10 GB of transfer KNOWS that he/she isn't going to be able to get it hosted for $15/month. That's a rate of $1.50/GB -- and even web hosts have to pay more than that... And that rate is not including the cost of disk space, technical support, etc. Many hosts will play the "game of averages"- that is to say, offering more than they know they can provide, hoping that some customers will use less than their allotment.

I agree with the bandwidth issue. Also 250 POP3's is kinda high. Do you need that many?

It is a total scam. The ecomnomics of that host is a failure. You will suffer from:
Disk quota errors
Resource Hogs
Lack of features
Inadequate support.
One problem generates a thousand complaints.
One question, and if you answer no then RUN!
Do they have a publicly accesible forum.
