Need Hosting with ASP support

I'm administrating a charity's website and it was originally written in ASP using an Access DB (ugh)
I have offered REPEATEDLY to re-do it in PHP but they are reluctant to switch
Anyways, it uses DSN(?) to access the Access
I don't know what kind of host to look for, but our current one is pretty bad... ASP crashes just about every other day and we get error 500s all the time

Question 1. Is this a host problem? or a problem with the code
Question 2. Can you recommend a new host?
I'll work on switching to PHP but they refuse to switch
Maybe a working demo will help
