The first place that hosted my verry first website was freewebs.com, although they don't support php or database, they have cool community features that can get you alot of traffic if you visit the right places on their site. They're kinda turning into a myspace now, but it's probably the best place for an html, css, js site.

A lot of the free web host companies are not very good for getting serach engines listings. Its better to have a dedicated isp.

I would just stick with godaddy. In the long run, investing in a good web host will be your best bet. If your site is good enough, the hosting will pay for itself.

You are right here. It's better to start running your web hosting from the web hosting companies that are cheap. I know among them Webhotingbuzz.com, Namecheap.com and Cheapwebhosting365.com.
I think you'll be able to find some bucks not to worry about your business.

Check out freewebhostingtalk.com

However you will get what you pay for, and if you plan on growing your site over time and wanting to start paying in future, its best to get yourself a domain for search engine rankings, and just general marketing (changing domains will probably result in losing a fair amount of traffic).

GoDaddy is too restrictive. For example you cannot use any 3rd party SQL management tools. I just cannot use phpMyAdmin and need to use a 3rd party SQL tool. GD won't let you do that. And forget Cron Jobs - you can't use them either and finally, absolutely forget about using SSH.
