Looking for Free Overseas Host

Hello everyone, hope someone here who can help me. I'm looking
for free web hosting on a server located outside of the United States and
Canada and Europe. I prefer something that does not require FTP to upload
files. Something on the order
of freewebpages.com just outside North America. Now, in light of recent
events I know what many people may be thinking. It is NOT an anti-U.S.A.
page or anything of the sort. It will deal with a crooked credit card
company who have a history of going after webmasters who place negative
information about them. Thanks
