You can't get a CGI-BIN for your site unless your host provides one. But there are free hosts that provide CGI access. You can also look into a service such as www.cgiforme.com
A few hosts that provide CGI:

try virtualave, webjump, or hypermart they all provide a cgi-bin with thier free hosting.

Adam is right, you can not have a CGI-BIN directory or even run CGI scripts off your site unless your provider/host allows it. However, might I suggest:
http://cgi.resourceindex.com/Programs_and_Scripts/Remotely_Hosted/
This is a whole list of free remotely hosted CGI scripts. You can choose which category you want and preceed from there. Hope this helps. Cheers!
