I'm mildly considering starting my own forum, and was wondering what ideally I should be looking for in a webhost?

At the very least they must have php and mysql support which is pretty much a standard now for hosting... and make sure phpmyadmin and cpanel are installed for a more user friendly experience...

Yes, most of the better (or at least popular and supported) forum scripts require MySQL and PHP. Also, since many of these scripts are coded on Linux I'd reccomend going with a Linux server.

It may take a while to get your forum going so start off real small and build as your needs require. I mean small both in server space and the number of topic forums you start with. Just make sure that your host can scale up when you need it and see what their prices and policies are with this.

Other than this, any decent host should be able to accomodate you; there really isn't anything specific in hosting a web forum that most hosts don't already offer.

I do know that Invision Power Services offer their own Hosting, specifically and only for forums. They will Host the latest version of IPB, (2.1.x at the moment...), from as low as $10 a Month. It would require no set-up, (Apart from setting up Categories ect...), and you don't have to pay for anything extra, (Apart from the Domain name, but I believe you don't have to use a Domain name, they give you a free one...).
