Expired URL software

I am building a website for the business that I work for and there is a domain name that my boss wants. That particular domain name is taken but about to expire, the current owner will not renew it, so my boss wants it. I have been told of some software that I can buy to obtain that domain name once it expires, which will make my boss the new owner. I don't know where to get this software or what the name of the software is. If you have any suggestions please let me know.

Well, if you are so sure the domain owner will not renew it, why don't you wait until it expires and then register it?
