Choice of two?
A friend of mine has narrowed down their hosting requirement to two web hosting companys:
One with bandwith 1.200.000 kB/s and one with 8.400.000 kB/s ( with same
trace appr. 35 ms ).
How important is this?

All depends on how much bandwidth they think they need.

Hes' getting around 2500 page views a day and the site is about 250kb in size.

Assuming each visitor sees the entire 250k site and his hits remain fairly constant then that translates into approx. 625MB transfered each day. Probably much less since no one visits allthe pages of a site. Still, that's a lot of band width. Maybe he should go for a dedicated server?

I'd say go with the one that gets more bandwidth per second. Now, do you mean that's the speed of their line, or that's how much the account comes with per month. I'm guessing you mean #1, so I'd say go with the one with faster lines. There's more of a chance of the other one getting slower due to users.
