I really like http://www.chat4all.org Thay offer completely free IRC hosting with full Administration. You can add as many moderators as you want. They give you an easy Java chat console if you don't have a sun chat or mirc. The owner even helps you with programming if you need it! A+++!!

You can also use a service like QuickChat.org that works with pretty much any host since it isn't hosted by your server.
