go with hypermart.net they have a ad but you can control it, they offer cgi access, and have a great web administration for your site.

I just took a look at Hypermart and it doesnt appear to be free.
I use tripod.com for free web space. 50mb.

hypermart has both free and pay accounts, they require a credit card # for age validation, but they wont charge it if you have a free account and arent buying a domain name.

When I first looked it says on the front page about pay plans only and I clicked a link which showed me pay plans. The above link however does show the free hosting.
