What kind of forum are you looking to run on that domain? Would you have ads running that people purchased? Is it something you are doing for money, or because you want to run a forum board and have people talk? If you want to run a board for a gathering place, where people can swap opinions of things, then do that.
I would think that it would take at least 6 months of work to get a forum to make any sort of money. I have had a board for over a year and we are still just at 50 members. I'm not in it for the money, it's not that kind of board.
there are so many forums around these days that this sector is very saturated. One way to go about is to create a website - whether it is to sell something or purely informational and then run a forum regarding that content.

Starting a website purely as a forum is VERY hard to do nowadays - as you mention way to many of them around.
You need content for people to visit the site, then run the forum for people to talk about the content - the subject of your content.

I agree with Old Socks. I can't see this as a big money maker.
According to the Overture Inventory Tool, no one searched for "opinon talk" last month.
