Mobile websites don't support flash content and their resolution can't be as wide to prevent scrolling.
Although anymore...only flash is the big issue. I have a Motorola Droid X, and the interface works with regular websites pretty well.

The big issue is resolution.
You can open any web on mobile but in that case you need more scrolling and you can get some iteration while scrolling.
so generally for mobile we put some small image and set resolution low as normal website.

Website for mobiles are different because it is made by small size resolution rather than big computer screen. It should be made with lower page size. So it is loaded easily without taking much more time.

There are several reasons which shows mobile websites are different from regular websites.
1. Resolution problem
2. It does not support Flash content but some Mobiles are support flash content like windows mobile etc.
