As long as it looks deferent to rest of the text then having an underline on mouse over looks neat. (Plug my own site: check out wwww.futuremovies.co.uk where all the links are obvious (I hope))

personally, I like the no underline until hover... but it all depends on the site and who the audience is in the end.

I remove the default underline (and expect them to be removed) for links within navigation elements. I keep the underline (and expect them to remain) within text.

I'll style it with a border instead of an underline, too, and there are special considerations, of course.

I think in most cases, for standard links, it's best to keep the underline on. Better to avoid any usability problems caused by styling links differently.

I agree with Renegade, there isn't a right or wrong way and I think it depends on the type of site, design/layout and also who the site is aimed towards.

I don't think there is a right or wrong answer to that. It really depends on the site design and its content.

There are other possibilities too. I usually underline all links, regardless of focus/hover. Except for when they're in buttons, where it's obvious that it's a link. Smiling
