Start by NOT paying out for programmes likecoral draw or photoshop (which is no better for websites than the free paint.net).
Get a server on your own computer (WAMP) if you are running Windows, (LAMP) if you're running Linux. Either of these are free.
Then, checkout the WordPress (basic), Joomla (more advanced) or Drupal (advanced) websites and decide whether you want to create a basic site, an advanced site, or something in between.
Once you've made up your mind, download the appropriate programme and create your own website on your own computer (All three of the above programmes are also free).
At this stage, depending on your funds, get from the library, borrow, or purchase, a book on WordPress, Joomla, or Drupal, and just follow the book from start to finish.
By the time you've finished your head will be spinning, but you'll have learnt an awful lot, created your first website, and hardly spent any money!

You should start with HTML Table & Tables-less based designing, then I'd say move onto learning how to slice a design from Photoshop. After that go ahead and dive into some Jquery. There are a ton of resources out there to help you get started.

One can start by composing different patterns and whatever comes in mind and crafting some sketches etc. Gradually things will improve and one can be creative graphic designer.

thanks for sharing your ideas, these ideas are really good but i think that start your basic with illustrator, then jump to coreldraw, then on Photoshop then so on...!

Initially you need to learn basic HTML and CSS codes. You can visit http://w3schools.com/ for exercises on HTML and CSS. Also Photoshop knowledge is needed for banner designing of the website. Once you are familiar you can tryout designing websites.
If you want to become web designer then you should first learn HTML which is he fundamental of designing. Then after you can start from other designing language like adobe dreamweaver,photoshop,flash etc. Web designing is the challenging task for all designer because it is totally based on user or clients requirement.
Learn from the tutorials languages like HTML, CSS and JAVASCRIPT, then dwell into the advance topics. Collect ideas from other websites, search and be informed.

First, you need to have the passion for it. Being enthusiastic is enough. This is because if you don't have that first, you will surely give up soon.
Then, start by learning the tools. Familiarize yourself with it. And then, start copying some web designs that you can discover.
