I use Photoshop and Adobe Dreamweaver. The design is made with Photoshop and the integration in site is made with Dreamweaver. The latest version (CS5) is very powerful and easy to use.

Most sites I work on run on Drupal or Wordpress. To edit code I use Bluefish. For graphics, it's Gimp and Inkscape.

In house we mostly use photoshop to make the design and do the slicing. Then we code with something like Notepad++

yeah agreed , i personally use photoshop & dreamweaver cs5, and works fine with the graphics and the layout and edit the HTML with notepad++

It's intuitive to use, and you can manipulate all the code you want.I don't feel I can trust web building software for all the extra script and pointless tags they add in when you're not looking.It's not the software that makes clean looking pages.It's the designer using the software.You need to know html whether you use an editor or not you will have to clean up the code the editor generates.

I use Adobe Photoshop. It is very easy to learn and use. I also create some really great 3D text effects in seconds with a nifty little shareware tool called Xara3D.

Adobe Photoshop and dreamweaver are undoubtedly the best for website designing. Both are very simple and handy to use. I use photoshop for better image and color combination and dreamweaver for website layouts. According to both are the best.
