What to do...
I have receieved this layout from a guy who does print design to use in a website. I am reviewing what is the best way to get a similar look to what he wants. Obviously the image would be split up. The first image is a projected look of the home page. The next one is a look at one of the sub pages.

If you did that design in the background as the page background it might not be too bad. You could probably get those greens down to a few colours, and the file sizes wouldn't be too bad. After that most of the navigation elements and such could be done as plain text. I'm not sure about the top lighter green bar and the bottom blue one just because they're transparent. You might have to do another graphic background and lay it on top, which could be hard to line up. Is the plan to keep all the pages the same size? That can be tough as well.
Flash would be another idea. That would be easy in flash.

I think the hardest part will be the index page lower naigation section, where the lines and microphone cables go through the blue.
The top section can be apart of the background image as nothing goes into/through it, text would be on top.
Since the index is just a splash page, do the index in flash and rest in X/HTML
so yeah, what Megan said

Flash definatly for the splash page, however, I recon it could be very easily done with DIVs, one for the top, one for the content, one for the bottom nav, two more, floated left and right(?) nested inside the content DIV.
As for the background, a background image would do the trick, like suggested.
