Adobe illustrator and Photoshop are always the best bet , but you do need to know how to use them.
Beside that there are tons of small programs which are made for beginners.
Some of the ones I know about are
Logo Ease
AAA Logo

Hi,
There are some good logo and brand creating software out there. Have you tried Laughingbird Software ? You search under Logo Creator.
I have used the logo creator in the past. It's cool, simple to use and have some variety for you to choose.
You can check the software out from their website.
Hope this will help you..
Cheers !

Top programs for logo creation: Adobe Illustrator, Lineform, Freehand, and Corel Draw. Inkscape is also an excellent free alternative.
Vector graphic files, as opposed to bitmap graphic files, can be enlarged or reduced, to any size, with no loss in detail or sharpness. Professional logos are made with vector graphics so that they can be used for commercial printing, web sites, television, and all other forms of media.

If you need some free, open source tools to get you started, you can use GIMP or Paint.NET, but they only approximate the power of Photoshop. I'll reitterate the need for vector graphics once you have your design done. It's just too much work to re-size every last bit of logo design in a photo editor. If you need a free, open source vector tool, look at Inkscape. You can design your logo in the photo editor and then move it over to your vector software.

These two tools are very much popular and widely used for web designing. Photoshop is the tool which is mainly used for image editing and logo designing purpose. But if you are fresher in designing field then you should start from HTML to learn basic of designing then after you can learn these tools.
