First problem is colour scheme. Pick two or three colours that match and use them exclusively. Everyone knows that red and pale blue clash. This is actually really easy to do. Pick three colours that match - one of them can be black. Actually, one of them probably should be black or grey. If you're not sure, you can always borrow a scheme you like from another site, or from a favourite sports team or whatever.
Second, get a good logo. I see that you've posted a request for design help in the Market place, maybe someone can help you with that. Try to think of a symbol of some sort to represent your site, and combine it with a unique font to create something memorable. Make sure to use the colours you defined as your colour scheme.
The third thing is to make the purpose of your site clear to your visitors right away. Is it a repository of software to download? What does UADLN stand for anyway? I'm assuming it's an acronym for something.
Anyway, good luck with your site and Welcome to TWF!
I think the actual layout isn't too bad, maybe redo the graphics so that the rounded corner isn't so jaggedy and make the navigation links bigger and more noticable.
I agree with Megan on the colours and also be careful when using images as your magnifying glass obviously had a white background to it previously as you can still see the remnents of it.
A site doesn't have to be graphically stunning to be attractive, functional and popular. Try out some of the ideas we have suggested and see how you get on.

For choosing a good colour scheme maybe try out some of these sites to get some colour combinations:

For graphic images try using Dingbats and get a different font for the logo. There are loads of font sites out there to choose from.

I had an logo, a lighning get into a map ...but Im suck in GFX (and english ) so I just gave it up!
