Which one is better?
Obviously there are some advantages and some disadvantages of both.

a CMS is a content management system. A system that allows you to edit the content on your web pages without having to manually update the pages - ideal if you have a client that isn't technical enough to write HTML but needs to update his site. Examples include wordpress, joomla, mambo, textpattern (and MANY MANY more!)

Don't forget Drupal, which mostly supports standards and other good design practices.
It also happens to be what we're using for the new content site that will be a sister site to this one. There'll be some good articles on Standards based design in there too.
