Hi filip2mp,
This is actually a tough question. When it comes to CSS there's quite a range of what you can do with it. You can stick to the basics and just use it for fonts and colours, or you can go all out and do your whole layout with CSS. The latter option is the ideal but it's tough to do.
You probably won't want to use layers in Dreamweaver. They're not very reliable in my experience. If you're a beginner, it's probably best to use tables to do your layout. That would be easiest to start with. It's best to draw layers using CSS but you have to know how to do that yourself (and not rely on Dreamweaver to do it for you). The ideal case here is to completely separate content from presentation. So everything that decides how something should *look* should be in the CSS. Everything else would be in the HTML.
If you want some more help with your photoshop layout you could upload a copy of it and let us take a look. Then we could break it down and help you figure out how to make it into a web page.

That link won't work for me. I think it just redirected me to their home page. If you just upload a jpeg copy of the photoshop layout that would probably work better.

since everyone's been talking about CSS so much and how it is "a must have" on morden sites and all. i thought my first site was incomplete because i just about had CSS on it
i needed some one to tell me what i would do with CSS on the site as i could'nt think of anything but text formatting.
