Yes, there are some emulators that allow you to run Apple OS on a Windows based machine. A few of them are emulators.com and microcode-solutions.com. However these programs are fairly advanced and can require ROM dumps and so on. Not exactly a clean and easy route.
Personally I'll probably buy a G4 sooner or later. With the level of work I'm doing and client demand it's becoming necessary. Not only for OS and browser testing but also for advanced multimedia, movie editing, and VR work. Most of the higher end graphic software is all geared around the Apple OS. Plus a few of my clients are big Apple resellers/developers. An iMac will work. The new Special Edition Graphite DV+ is not a bad deal at about $1250 with 450Mhz, 128MB RAM, DVD, etc. The only downfall is the 15" viewable screen.
If you're still not up for buying a Mac consider Kinko's or another computer rental service. Costs a few bucks per hour and they usually have fairly new machines.
