I don't get it...
I have made a graphic in PS6 with the color #f2f2f2 in it.
My html pages have bgcolor="#f2f2f2.
When I view the pages in IE the colors look different.
Is this what is called 'the websafe colors issue'?

Probably. The best solution would be to make a .gif with that background colour and use that as a background image instead of relying on the browser to render the colours properly.

As Megan has pointed out, making the 1pix image will help to solve the problem.
You are getting two colors, because you probably lost some of it while optimizing your graphics for web - it happens very often.
