How is this done?
On the website

There are two things. One, is for the table in the middle, how is the header graphic mixed in so the lines come out of the bottom and side perfectly to match the table? Is it a layer possibly?
Also, on the top right, there is a nice rollover menu where when you mouseover and it blends in with the background very nicely. There is no code on the page (I.e, View Source) that is helpful.

Im not sure about your first question I dont fully understand it.
The rollover is simple onMouseOut onMouseOver code you may be viewing the frameset source.
Explain a little more about the first question and I'll try to help.

The rollover menu is quite simple actually - if you look at the individual images:

It's just a graphic that includes parts of the lighter grey bar to give the illusion that it's all one (when it's not!)
Man, that code is a mess! Seems that the borders are just done with graphics - in this case they're a line with some white space beside them to create the margins. It's nothing really fancy. The header there is just set in the table so that the lines match up.

It is where it says, Welcome, but its an image, and it matches with the borders. Just wondering how that is done.
also, what type of money can Template sites make. Like that company charges 30 for some, and only 15 for others, but are templates quite popular to many people, where you could make a decent (extra) income.

Yeah, it's like I said - it's basically a bunch of images sliced up and put together in a table. The borders are done using TD backgrounds for the most part. That welcome header image actually includes the corner part of the border:

Pretty simple really - it looks like they're even using some of ImageReady's code.
