If the .psd file isn't sliced you'll need to slice it, and then add the elements into Front Page.
If it's already sliced, you just add the elements.
As always I do have to give the warning that Front Page is not the best tool for the job. Maybe you'd do better by using Photoshop's html export thingy if you don't know how to write code by yourself. While it isn't great it's going to output much better code than Front Page.

Of course. Just open the file in a plain text editor such as Notepad, make changes and re-save.
