First get yourself a graphics program. You can download a free trial of PaintShop Pro at http://www.jasc.com . I'm sure there are many other freebie type graphics programs out there too - just do a search at http://www.download.com. You don't really need anything fancy to do a decent logo.
The next thing you need to do is look around for an interesting font. Look for something that suits your site topic. http://www.fontflood.com is one of my favourite font sites. They divide their listings into many different categories, which makes it easy if you have a certain style in mind. (hey, they got a new design!).
Once you've installed your new font, open your graphics program and type your site title in a new graphic. That's about it - depending on the program you're using you could try to add some effects like beveling or drop shadows. You could also try incorporating a picture of some kind along with your text. Play around and see what you come up with.
Of course, this is the quick cheap and easy logo creation method - serious corporate logos involve a much more thought-out process. HOwever, if you look at many of the more recognizable logos you'll find that they're really just text.
I just wanted to add that instead of Paint Shop Pro you might want to try Macromedia's Fireworks - it might be easier for you. They have a bunch of built in styles and things that you could try. The TWF logo was made in Fireworks.
Try either Adobe Illustrator or Macromedia Fireworks.
I don't really like using them mainly because I can't draw
I tend to stick to Photoshop

well i do create logos myself but due to so much work i usually use websites like
http://www.freelancersdirect.com
just post your project there and see some good designers do it for you .. cheap as possible..
Btw i use photoshop, illustrator for my logos.. they are the best!
