Help with links and layers - Fireworks

Hi can anyone help me. I am trying to create a tabbed image that has 3 layers. Each layer contains 3 more different images and I need to be able to link each of these 9 images in total to 9 different pages.

I am currently using Fireworks, but I do have photoshop as well.
