Or GIMP is good.

For Windows I think GIMPshop is best, it seems to iron out a few of the bugs with GIMP for Windows, but is just a hacked version of GIMP made to look and act like Photoshop.

(Someone here recommended GIMPshop to me, whoever it was: Thanks!)

Inkscape is a very nice vector graphics package (I've pointed the link to the screenshots page as the home page is a little uninspiring).
