freeware graphics programs - looking for some so I can make better graphics

Currently, I have Print Shop Pro 5, but I can't seem to do 3D or polished looking graphics. Is there a way to do it with PSP5? I'm also on the hunt for other good freeware graphics program. So, can you point me to some sites that order such programs?

The Gimp gimp.org might work for you. I used it for a while before I got photoshop (the pc-based version).
