i am so new at this that i will be asking some simple q's like:
1. in photoshop, what size canvas should i use for web page design?
2. in frontpage, how do i make the page resize along with the window?
3. what tools/software do i need to make pp2 of this site: http://www.ludacris.net

*** If you're designing for 800x600, I'd recommend you set the width to 760. You can use any height you want. ***

*** I personally don't use FrontPage, so I'm not completely sure- but if you resize the window by dragging the bottom right hand corner, the page should expand with it.. (if you use percentage based tables instead of fixed-width)

*** You're asking what you'd need to make a site similar to it? First, you'd need some sort of HTML editor, then a program like photoshop, and Macromedia Flash. ***

No, unfortunately I can't think of any at the moment -- truth be told, the way most people learn design is through experience rather than through books... Start off simple and gradually improve. You might want to check at your local community college and see if they offer a class on this. A web design class may or may not be helpful, depending on how well qualified the teacher is; You want to make sure that any teacher you get knows a lot about the subject and can actually design a decent-looking web site.

Another good way to learn is to look around at other websites. http://www.coolhomepages.com is a good place to start. Pay attention to what kind of techniques successful sites are using - everything from colours and graphics to backend technologies.
A good beginner's book for web design is Lynda Weinman's Designing Web Graphics. If you have questions on how to use specific tools or how to learn mark-up and programming languages etc. just ask - I'm sure someone will be able to point you in the right direction.
