I don't think you can use templates unless they're part of a site. So you need to define a site first. From the Site menu at the top choose "new site" and go through the steps there. It might take some experimentation to get that working right. After that you'll be able to put templates into the site and apply them to pages.
Templates are normally kept in a file called "Templates" in the storage folder you defined for your site. Once you have your site set up all you have to do is copy your template files from the CD into a folder called Templates in your site storage directory. Once they are in there Dreamweaver will be able to access them and apply them to pages.
To create a new page with a template, choose the Templates tab from the New dialog box. To apply a template to an existing page, choose Modify > Templates > Apply template to page.
