"Cartoon Effect" for Web graphics
I'm trying to convert Web photos to various formats, using techniques like posterize, etc..
I would like to try the "cartoon effect" where photos appear with thick outlines, basic colors, etc. I've read that The GIMP has such an effect, but I can't find it. I donwloaded the GIMP manual, but get an error message about some missing file. I went to the GIMP site but couldn't find anything there.
I also have Adobe Illustrator 9 and Paint Shop Pro, but can't locate anything there either. It seems like it would be a simple effect to achieve, but at this point I'm just a newbie.

I don't know about the basic colours bit but the cartoon effect in Gimp (this is Gimp not Gimpshop) can be found thus:
In the image's window select 'Filters' from the top menu then go to 'Artistic' --> 'Cartoon...'
This opens another window which allows you to alter the Mask radius and percentage of black for the outlines.
As far as the basic colours is involved i'm not too sure but maybe you could try some of the other filters to achieve the desired effect. Something like 'Generic' --> 'Erode' kind of blurs it and if done before the cartoon filter might look ok.
I'm a complete novice with this program myself but hope that helps
