Not really sure what you're looking for here. It might help us answer the question if you explain a bit more why you're wanting to do this.

I have engaged a professional web designer to do my online store. Now, I am thinking of creating another online store that has the same features and layout. In this case, do I have to engage the profession again or I can just copy all the file (except conf, pd & statictics folders that I am not allowed to access)?

Is it going to be on the same domain and root folder on the server, or a different one? Also, do you know if your store is database driven? If so, you will need to also copy all the tables that have to do with the store. But you can't copy tables with the same name into the same database. You should eather create a new database for the new store, or rename the tables both in the database and in all the new files that you copy.
It may be easier to contact the designer again. It's possible that since you want one with identical features, he won't charge as much as the first time.

I advise you contact the developer, a small charge for this could be arranged if done on the same domain, if done on a different domain, he could charge like the first one... But that lets you off all the hassle. Tim is right, you need to look through the nitty gritty stuff, and even if youve copied, its not a guarantee it will work...
